As a vampire and an elder, Devin has a few special abilities that are worth noting and letting me know about if you would like to opt out of should a situation arise in which he might use them. These are:
CLAIMING: Essentially, Claiming a human identifies them as vampire 'property' to other vampires; if a Claim is harmed, the consequences are dire for the one that harmed them. There are two kinds: temporary and semi-permanent. The semi-permanent one requires what's called a blood ward, i.e. using Devin's blood to mark a human with a specific sigil. The Claim can then be broken if desired by altering the ward sigil. Devin can also commit temporary Claims by touch only, though these only last for about 24 hours. Claims are entirely passive; they do not confer any kind of control to Devin over another person, merely associates them with each other. He can sense if a Claimed person is harmed, however.
BINDING: Binding a human involves a different blood ward and is almost entirely irreversible. A Bound human is basically enslaved to the vampire's will, and it's usually a precursor to being turned into a new vampire. Binding someone would give Devin the ability to compel them to do whatever he wanted, but in his very unique case (compared to other vampires in his world) Devin can release Bonds relatively straightforwardly. Devin still refuses to use this ability, but just in case something weird happens, it's important that people know he has the capability for it.
ASPECT OF THE ANGEL: Devin contains one of the seven faces of Abaddon, the Angel of Death. It's effectively dormant, and he's unable to access any of the power it holds at the moment, with the exception of being able to consume vampire magic through blood. Theoretically, with time and concerted effort, he might be able to integrate with the aspect which would allow him to do things like translate and be understood in any language, interact with souls both living and dead, and access other planes of existence. The aspect can, however, react (read: twinge) to things it recognizes, namely: angels equivalent/similar to those in his universe, and people or things with extremely strong associations to death. It can't do anything with that information, but Devin will be able to tell if it's reacting to something. If you'd prefer he not be able to sense these things, or of you have questions about something not angels or death, let me know!

FOURTHWALL BREAKING: He's not from a well-known canon since OC; it would be heard to do but I could be open to it with discussion.
THREADJACKING: Unless it's a SRS BSNS thread, yes. If you're not sure, just let me know.
BACK THREADING: Absolutely, since I will most certainly be doing so.
MIND READING Yes, but ask about it - Devin won't take kindly to it unless he knows it's happening and has allowed it.
LOCATION SENSING:Yes.
TELEPATHY:Yes, but see above on mind-reading.
INJURY/DEATH/WIN/LOSE/TIE: I'm good with anything discussed beforehand.
MEDICAL/PHYSICAL INFO: Devin is covered in a a lot of scars, some of which may be visible at times, but he's mostly just accepted them as existing so it's not a big deal. He does heal slower than most vampires. Oh, he's a vampire. This means he needs to consume blood occasionally but has made it a point not to hurt anyone in the process.
ROMANCE/RELATIONSHIPS/SEXUAL RELATIONS: Devin has Significant Issues around getting into relationships with people, so while it's not entirely outside the realm of possibility, it will not be easy to get him to open up to someone and be vulnerable enough for a healthy relationship. Sex is a possibility, however.
PHYSICAL CONTACT: Best to ask first if you don't want to provoke him somehow.
SPECIAL/MAGICAL ITEMS: None.
EXTRASENSORY PERCEPTION: As a vampire, Devin has exceptional hearing, sight, and smell, so he can overhear conversations at a distance or listen to someone's heartbeat, etc.
FIGHTING CAPABILITIES: Devin is an avid boxer and proficient in Krav Maga. He's also skilled with firearms and used to be good at sword-fighting, but it's been a while since he's had to fight with one so he's a bit rusty. He's also an elder, so he's incredibly strong but very good at controlling his use of force.
ANY TRIGGERS/SECRETS/FACTS YOU WANT PEOPLE TO KNOW ABOUT:Don't call him 'darling'; it will end poorly. He also contains a small, dormant fragment of the Angel of Death, which doesn't do anything for him, but it's made him the target of a lot of unwanted attention so associations with gods and angels may put him on edge.

I thought I had commented already, but here I am, fixing that mistake.
I'm open to whatever may happen with these two later down the road.
Not entirely sure how the Aspect part may influence their CR though. Sera can supposedly hear the voices of the dead (in the Netherworld) so she has a strong spiritual connection of sorts. It's not expanded on in-game though, but I thought I would make note of it considering they will be sharing the same living space.

As for the Aspect reacting...
Kei has killed a lot of people (he destroyed half a city once, it's safe to say there were casualties, and he's also definitely killed both humans and aliens under other circumstances). Also he's possibly (leaning towards probably) the only survivor of a catastrophe that destroyed his home planet (which has been on fire for an unknown-but probably-long period of time).
Kaltz, after dying, became a devil that eats souls/emotions. He's permanently fixated on how he/his girlfriend died. He's also killed people, including those from his own home village.
Unsure how much those count as strong associations with death, but putting them out there just in case.

Kei wouldn't set off any angelic warning sirens; the reaction would be more about active death-related powers. If Devin learns about it, though, that'll be An Awkward Conversation.
As for the devil ehehehe, that's definitely interesting. I think between that and the soul-eating, the aspect might be a little unsettled around Kaltz, especially if Kaltz uses his powers. It wouldn't be much more than a niggling uneasiness that Devin can't really place, though he'd understand it better if he learns what Kaltz is. We can play around with it, if you want it to be more or less a Thing.

CLAIMING. Bastien is techincally only "half human" since his mother was a mermaid. I'm not certain if the magic would work on Bastien because of his merkin lineage but Bastien isn't very strong magical wise. So, I suppose it could be possible.
BINDING. While in theory this could happen, I rather that it doesn't. Bastien is already a merman! He can be both a vampire and a merman. That's too odd!
ASPECT OF ANGEL. I'm all fine with Devin sensing what Bastien is all about. The pirate makes it easy enough, doesn't he? He's like an open book already.

I don't think the aspect would get twingy with Bastien, but definitely their interactions will be Interesting.
